Short answer: Florida Amendment 3 raises the non-school homestead exemption to $150,000 in 2027 and $250,000 in 2028. PCS buyers who become Florida residents after December 31, 2026 get the smaller exemption until their fifth homestead year. Do not budget from a seller's tax bill. File homestead with the Brevard County Property Appraiser once the home is your permanent residence.
If you are on orders to Patrick Space Force Base, or relocating to Florida's Space Coast for work, Amendment 3 is not just a statewide headline. The residency cutoff and homestead timing can change how soon you see the larger exemption. Here is what the official text and election results say, and what I walk PCS buyers through when we plan a purchase in Brevard County.
Yes. Voters approved Amendment 3 with 4,917,796 Yes votes (61.98%), according to Florida Election Watch. That clears Florida's 60% threshold for constitutional amendments.
The change takes effect January 1, 2027 and first applies to the 2027 tax roll. Florida Realtors and the official amendment text both point to that start date. School and K-12 tax exemptions, Save Our Homes, and portability stay unchanged.
For non-school property taxes, the homestead exemption rises to $150,000 in 2027 and $250,000 in 2028, then adjusts for inflation. The annual assessment-increase cap on non-homestead property drops from 10% to 5% for non-school taxes beginning January 1, 2027.
| Item | What Amendment 3 does |
|---|---|
| Homestead, non-school taxes | $150,000 in 2027; $250,000 in 2028, then inflation-indexed |
| School / K-12 taxes | Not increased by Amendment 3 |
| Non-homestead assessment cap | 10% drops to 5% for non-school taxes (from Jan. 1, 2027) |
| Save Our Homes and portability | Unchanged |
| New Florida residents after Dec. 31, 2026 | Existing/smaller exemption until fifth year of homestead (to the extent permitted by the U.S. Constitution) |
None of those figures is a promise of a dollar savings on a specific Brevard parcel. Millage rates, assessed value, and non-ad valorem charges still drive your bill. For a general overview aimed at all buyers and homeowners, see my earlier post on what Amendment 3 means in Brevard County.
It is the part that matters most for military families arriving on orders.
Under the amendment text, people who become Florida residents after December 31, 2026 receive the existing, smaller homestead exemption when they first qualify. The increased exemption begins with their fifth year of homestead exemption, to the extent permitted by the U.S. Constitution. Florida Realtors describes the same cutoff: establish Florida residency by December 31, 2026 to be in the expanded-exemption group when you qualify; arrive later and you start on the existing exemption.
PCS timing is rarely tidy. Orders, report dates, and house-hunting leave do not always line up with a calendar-year residency date. If your report date is early 2027, or you close after the cutoff, ask the Brevard County Property Appraiser how residency and filing dates apply to your file. Keep copies of orders, a Florida driver's license or ID when you get one, voter registration if you register, and utility bills that show the Brevard address as your permanent home.
No. The seller's bill reflects their exemptions, Save Our Homes history, and sometimes a long ownership stretch that your assessment will not match.
When you buy, the assessed value often resets closer to market, and your exemptions start only after you qualify and file. Amendment 3 does not change that basic buyer reality. Ask your lender to estimate escrow on your expected assessed value and millage, look up the parcel on the Property Appraiser site, and treat any spreadsheet that copies the seller's annual tax as a placeholder, not a forecast.
Homestead still requires that the home be your permanent residence on January 1 of the tax year, and that you apply by the county deadline (typically March 1 under Florida Statutes section 196.011). File with the Brevard County Property Appraiser.
VA loan occupancy rules and Florida homestead are separate systems. Closing with a VA loan and intending to occupy under VA guidance does not automatically put homestead on your tax bill. File homestead once the home is your permanent residence. For how buying before you arrive works with VA timing, see buying a house before your PCS to Patrick Space Force Base. Confirm any VA occupancy details with your lender or official VA guidance, not from a tax blog.
Map three calendars: your report date, your likely closing date, and the homestead and residency dates that affect 2027 and later tax years.
As a Brevard County Relocation Realtor and Military Relocation Professional, most of the Patrick PCS buyers I work with are watching two clocks at once: the report date and the tax calendar. What I see go wrong is not the amendment text. It is copying a seller's tax line into a payment worksheet, or assuming the larger exemption applies the first year after a 2027 arrival. I would rather line up your residency evidence, filing deadline, and closing date with the Property Appraiser's rules before we write an offer. No. The increased homestead exemption applies to non-school taxes. School and K-12 tax treatment under the existing homestead rules is not expanded by Amendment 3.

No. Homestead is a Florida property-tax filing. VA occupancy rules are separate. Once the home is your permanent residence, apply for homestead with the Property Appraiser by the deadline.
Use it only as background. Your assessed value and exemptions will differ. Ask your lender for an escrow estimate based on your purchase price and expected millage, and look up the parcel on bcpao.us.
Look up the parcel and exemptions on the Brevard County Property Appraiser site, or contact that office directly. Watch your TRIM notice once it arrives.
